WebGraphite is unable to burn by itself, but its burning can be induced by the hot heat source (e.g. exploded reactor core), so some infinitesimal part of Unit 4 reactor graphite DID burn (we know it because of the soot it produced). Everything else was just chunks of black substance which was superhot initially but soon cooled by the air.
