All you have to do to use it is burn it to a disk or create a bootable usb, and then boot your computer from that disk or usb. (There is a script included that can create the USB for you, or you can use other programs like unetbootin.) FWIW the quickest way to fix it is to get a new CAC, I've found it forces the databases that are missing your info since the swap to ICAM to automatically repopulate it
